摘要：

战略性新兴产业发展的核心仍是战略性新兴技术的产业化实现,这有赖于战略性新兴产业创新系统的形成与发展。而构造知识基础与建设技术体系是构建我国战略性新兴产业创新系统的两个重要基础。构造知识基础应关注其与研究人员的匹配,建设技术体系应包括发展选择与识别技术的能力、组织和协调能力、技术的市场应用能力和政府强有力的扶持这四方面的能力。
