“扶优”还是“帮困”?——研发补助对创新的激励效应研究

为了治理创新市场失灵,政府推出了一系列研发补助政策。在执行政策的过程中,政府往往会采取择优补助策略,但是这种策略是否有效,学术界仍存在诸多争议。特别是在业绩境遇研究框架下,择优补助策略似乎与困境更有助于研发创新这样的认知相悖,于是研发补助应该"扶优"还是"帮困"就成了一个难题。为回答这一问题,本文将业绩境遇、研发补助和研发创新这三者同时纳入了研究模型,结果显示:无论是"扶优"还是"帮困"都有相应的理论依据;实证检验支持的是"扶优"假说,即与补助困境企业相比,补助绩优企业可以获得更大的研发激励效应;异质性分析表明,面对相同的业绩境遇,研发补助的激励效应并不是同质的;在统筹考虑业绩境遇、产权特征和技术属性的情况下,发现补助国有高新技术企业和处于绩优状态的民营企业会获得更大的研发激励效应,补助国有非高新技术企业的效果则是最差的。
