新型农村社会养老保险对老年人劳动参与的影响——来自断点回归的经验证据

摘要：

本文利用中国家庭金融调查(CHFS)2013年数据,采用断点回归设计识别了新型农村社会养老保险(简称"新农保")对老年人劳动参与决策的影响。研究发现,领取新农保养老金显著降低了老年人的劳动参与率,且主要是降低了农业劳动参与率,并未降低非农业劳动参与率。进一步的研究发现,新农保养老金是通过收入效应降低了劳动参与率的。具体体现为,新农保养老金水平越高,其对劳动参与的负向影响越大,但收入效应仅体现在私人储蓄较充足的群体,这表明新农保养老金只是老年人退出劳动力市场的"催化剂",它仅仅使养老筹资能力较强的老年人提前退出了劳动力市场。研究还发现,男性、身体健康以及受教育程度较高的老年人领取新农保养老金后退出劳动力市场的概率更大。这表明,新农保养老金可能扭曲了劳动力市场,它使人力资本相对较高的劳动者提前退出,而剩下更多的人力资本相对较低的劳动者。
