市场化改革进程中的财政政策周期特征转变

计划经济到市场经济的转变,伴随着财政政策的角色从国家强制资本形成机制到社会安全网的转变,从宏观经济不稳定的根源向宏观经济稳定工具的转变。本文采用多种指标和方法研究了1953年以来中国财政政策周期特征的转变,发现60年以来的财政支出、财政投资支出和政府消费均为顺周期;中国政府执行的是财政政策顺周期调控。财政支出用于资本形成的比例过高,是导致财政政策在计划经济时期呈现顺周期和改革开放后逐步告别顺周期调控的主要原因。在市场化改革进程中,中国的财政支出政策从严格顺周期逐步走向非周期,财政宏观调控的质量得到了明显改善,但是与发达国家的逆周期调控相比还有很大距离。
