“文明城市”评选与环境污染治理：一项准自然实验

摘要：

"文明城市"评选是以建设文明和谐的社会环境为导向,以此推进社会经济可持续发展的城市治理新模式,污染治理是其设立的重要目标。文章基于2003-2016年全国228个地级市的面板数据,运用PSM-DID方法全面考察了"文明城市"评选对环境污染的影响特征及其作用机制。主要结论为:首先,"文明城市"评选可以显著改善城市环境,同时在考虑了"低碳城市"和"智慧城市"以及"环境保护法"等政策对环境污染的影响后,虽然"文明城市"评选的作用有所下降,但是其减污效果依然十分显著;其次,机制分析表明,"文明城市"评选能够有效促进技术创新和产业结构升级,进而改善了环境污染;最后,异质性分析表明,"文明城市"评选对环境污染的改善因城市的人口规模和经济规模的不同而存在差异。文章的研究结果为"文明城市"这一城市品牌评选活动可以有效改善城市环境提供了实证支持,为进一步提高城市环境的综合治理能力提供了思路。
