“反公地悲剧”问题研究进展

摘要
反公地悲剧是指资源或产权过度分割以致破碎化,导致资源排他性过强,进而造成资源使用不足的悲剧。该理论为人们理解产权和资源管理问题,提供了一种全新且颇有价值的视角。本文主要梳理了"反公地悲剧"的研究进展,其中包括赫勒创建的反公地悲剧理论,布坎南等人对其进行的模型化论证,实验经济学家对反公地悲剧理论进行的验证等。最后归纳总结了反公地悲剧理论折射出的政策含义和解决方案。
