中韩集装箱码头运营效率的比较研究

摘要：

东北亚港口的竞争日益激烈,但无论从港口条件还是地理位置,甚至政策影响来看,中、韩两国港口的竞争更具代表性和重要性,是东北亚区域港口物流发展的关键所在。由于数据包络分析方法无需指定投入、产出间的特定技术函数关系,适合港口服务这样具有较复杂投入、产出关系的决策单位的效率评价。因此,本文综合运用DEA-CCR、DEA-BCC和DEA-Super-Efficiency三种衍生模型,分析比较中韩两国31个主要集装箱码头的运营效率。研究表明,31个集装箱码头的平均效率值为0.783,存在资源浪费,保持现有生产资源不变,还可提高产出1.28倍。并且,中国集装箱码头的总效率高于韩国,而韩国集装箱码头的资源使用效率高于中国。此外,本研究涉及到的小型集装箱码头规模报酬呈现出递增状态,未达到饱和,仍有提升空间。因此,本文的研究结果可以为港口公司与管理部门制定合理的运营与规划政策提供参考依据。
