“污染天堂”假说与影响因素的中国省际研究

本文结合前沿的面板协整分析方法,对1991-2011年中国各省的外商投资(FDI)与环境污染的关系展开深入研究,以对"污染天堂"与"污染光环"假说进行检验,并在此基础上考察经济开放度、环境监管强度、资本密集度等因素对两者关系的影响。研究结果表明,污染天堂假说只在中国部分省份成立。利用动态滚动窗口面板分析等方法对两者关系潜在影响因素的分析表明,随着贸易开放程度的扩大,当地环境恶化的压力也将随之增加;以资本密集度不断提高为主要形式的产业结构升级,在一定程度上促进了污染排放技术的改进,从而降低了FDI污染系数。此外,各地区环境监管力度的加强将对FDI的污染排放行为产生抑制效果,而环保投资比例对污染系数不具有显著影响。
