美日同盟的机制化与战略转型

美日同盟起源于美国对日本的战后改造安排,其机制化就是指美日双方不断确立同盟共识,并基于同盟共识来确立战略目标,建立同盟合作规则和机制的进程。自1960年修订同盟条约之后,美日制定和升级了三个《防卫合作指针》以推动同盟的机制化。作为美国控制日本的长期战略框架,美日同盟建立在美日之间的安全和经济的战略大交易基础之上。美国利用双边的同盟结构,采取所谓"高压政治"的手段来掌控日本和美日同盟,这使得它的"同盟困境"呈现出"单向度"的特征。美日同盟的机制化进程与经济关系的失衡是相互加剧的关系,并隐含着推动日本军事化的内在要求。本文认为,美日同盟的机制化实质上就是美日军事一体化,常设同盟协调机制(ACM)的提出标志着建立固定的、实体性的军事结构的开始。当前美日同盟的机制化或军事一体化以应对"中国崛起和朝核问题"为新的同盟共识。
