专利引文分析中的数据源选择——基于USPTO和EPO专利的引文数据对比

摘要：

专利引文分析是专利情报分析的重要组成,而有效的专利引文分析是以高质量的专利引文数据为前提的。EPO和USPTO是国内学者通常使用的手机专利引文数据平台,但由于欧洲专利组织和美国专利商标局的审查标准和相关程序不同,导致这2个专利系统在平均引文数量、引用地域分布以及发明人和审查员引文比例上存在很大差异。文章对比了EPO和USPTO的引文数据差异,分析了差异产生的原因并针对专利引文数据收集提出了一些建议。
