综合土地整治和乡村振兴:平台、工具以及关键因素--以四川省D镇综合土地整治项目为例

摘要：

文章回顾和总结了不同城乡关系阶段下土地整治的内涵和成效,构建了土地整治作为平台和工具助力乡村振兴的传导机制,并在此传导机制的框架下,采用案例研究方法,分析了综合土地整治助力乡村振兴的关键因素。对四川省口镇的综合土地整治项目的案例研究表明,综合土地整治作为乡村振兴战略实施的平台和工具,应贯彻执行"以人民为中心"的发展理念,应顺应当地经济发展水平,应能够防范社会风险,应有助于实现城乡融合。只有这样,综合土地整治才能在产业兴旺、生态宜居、乡风文明、治理有效和生活富裕五个方面助推乡村发展,实现乡村振兴。
