利益分化社会中的协商民主及其有效性问题

摘要：

现代社会因地域、阶层及族群身份等界限带来的利益分化和矛盾冲突日渐凸显。传统的民主实践模式并不能从根本上很好地解决利益分化社会的包容性与有效治理问题,而协商民主为断裂社会中实现长久的持续稳定提供了一个好的路径,它既保障了包容性,又保障了各个主体间的有机关联。协商民主的有效性也必须要解决信息、程序和利益三者间的有机联系问题,其实践形态需要满足制度化和开放性的双重属性。
