农户感知与响应视角下的确权颁证政策绩效研究——基于江西省的问卷调查

摘要：

在新一轮确权颁证收官之际,本文基于江西省的农户问卷,从农户主观感知、行为与意愿响应两个维度对新一轮确权颁证的政策绩效进行调查与研究。应用统计描述性方法对农户感知和响应进行了初步分析,并运用二元Logistic模型验证了农地确权对农户响应的影响。研究结果表明,农户对新一轮确权颁证有着较高的熟悉度、认可度和满意度,且农地确权给农户带来了多个维度的福利改善感知,但后续改善空间较大。研究还发现,农地确权引发了农户多个维度的行为和意愿响应。农地确权提升了农户保护耕地质量的积极性,也有助于提升农户的农地流转意愿,但确权对农户的劳动力投入行为和化肥农药投入行为没有显著影响。这意味着新一轮确权颁证运行绩效良好,基本达到了政策预期目标,同时也存在诸多不足。因而,后续要稳步推进农地确权颁证工作,有效释放确权颁证的红利效应。
