摘要：

为改变知识产权发展“大而不强”的局面，我国从2012年开始逐步实施知识产权示范城市建设政策，并不断扩大示范范围。本文以国家知识产权示范城市建设政策为准自然实验，基于我国2006—2018年267个城市的面板数据，运用渐进性双重差分模型系统考察了知识产权示范城市建设对经济增长质量的影响及其作用机制。研究发现，知识产权示范城市建设显著提高了城市经济增长质量，且这种促进作用具有持续性。机制检验结果表明，地方政府财政支出偏向的改变以及知识产权司法保护和行政保护力度的提升是重要的作用渠道。异质性分析结果显示，知识产权示范城市建设政策对东部地区城市、三线及以上城市、经济发展水平以及人力资本水平较高城市的经济增长质量促进作用更大。本文为我国进一步加强知识产权保护、深入实施知识产权示范城市建设政策、推动经济高质量发展提供了经验证据。
