摘要：

针对"灾前-灾中-灾后"城市群应急协调全过程所表现出的复杂特征,结合不同城市应急主体(间)资源调配运作与其自然和社会关联程度之间的相互作用,提出了一个包含"自然关联网络、资源调配网络、社会关系网络"的超网络结构,用以抽象化表达面向重大突发事件的城市群应急资源协调调配体系。讨论了以超网络视角研究城市群应急协调所面临的关键问题及难点,并提出可能的定量化解决方案。最后,以2007年太湖蓝藻事件为例对超网络结构应用进行实证分析。研究结果为科学构建区域应急联动救援体系提供了理论方法探索。
