摘要：

1973年石油危机对西方联盟的团结及美国主导的国际石油体系构成了严峻挑战。作为应对石油危机的战略举措,美国积极倡导建立一个发达国家之间的能源消费组织。为此,美国进行了周密的政策设计,并展开了积极的外交努力,推动1974年华盛顿能源会议的召开,最终按照其设计的谈判议程和政策方向促成了国际能源机构的建立。通过设立国际能源机构并确定其制度规则,美国实现了巩固西方联盟,重塑国际能源秩序的战略目标,进而维护了美国在国际能源领域的主导地位。
