摘要：

政策网络是20世纪70年代末以来西方公共政策领域中的重要课题。它将公共政策过程理解为多元利益群体复杂的互动博弈过程,突破了西方传统决策研究领域的精英主义与理性选择理论模式,建立起宏观分析与微观分析之间的联系。对政策网络的研究主要有两个学派:美英学者视政策网络为一个政策领域的国家与社会关系模式;德国、荷兰学者认为政策网络是介于官僚与市场机制之间的一种治理形态。
