<正>我国是世界上自然灾害损失最严重的国家之一,各种灾难对公众的影响正日益受到社会各界的广泛关注。震惊世界的"5.12"汶川地震使得全社会对严重灾害的关切程度与救助力度都达到了空前的水平。
