摘要：

文章分析了区域经济发展与人力资源开发的交互耦合关系,建立了区域经济发展与人力资源开发耦合度评价指标体系。采用灰色关联分析法,构建区域经济发展与人力资源开发耦合度评价模型,运用该模型对黑龙江省经济发展与人力资源开发耦合度进行了评价,结果表明:黑龙江省经济发展与人力资源开发之间的关联度中等偏高,两者之间的耦合作用有待于进一步提高。
