我国可再生能源配额制中长期目标的最优实现路径及对电力行业的影响分析

摘要
可再生能源配额政策是我国实现能源转型的重要举措.结合可再生能源配额政策的中长期目标,建立了电力行业多区域优化模型,模拟了不同政策目标的最优实现路径及对电力行业的影响.结果表明,风电应集中建设在西北、东北和华北地区,而光伏发电主要集中在西北地区,陕甘宁青区域是未来非水电可再生能源的主要产区.随着可再生能源目标的提高,跨区输电需显著增加,进而降低区域间的煤炭运输量.在设置可再生能源长期目标时,要充分考虑区域资源的发展潜力和发电技术的锁定效应,兼顾减排效果与减排成本,2030年非水电可再生能源占比不宜超过17%.
