我国环境规制对绿色经济效率的影响分析

摘要：

本文在考虑了非期望产出,即环境污染的负外部性的前提下,基于Super-SBM DEA模型重新估算了我国1997-2013年的绿色经济效率,并将其与传统的全要素生产率进行对比分析发现,1997-2013年我国的绿色经济效率呈现逐渐上升的趋势,但是整体上低于传统全要素生产率,说明环境污染降低了经济效率。为了验证波特假说是否存在,本文利用面板模型检验了环境规制对绿色经济效率的影响,分析结果显示,环境规制与绿色经济效率之间呈现倒"U"型关系。随着环境规制强度的上升,环境规制对绿色经济效率的作用表现出先促进再抑制的作用。
