中国农村老年人最低社会养老金制度的必要性、可行性和可能的社会效益

摘要：

为了改变目前占中国人口70%的农民基本没有老年社会保障的现状,根据其他发展中国家的经验,本文提出了建立一个覆盖全国农村的最低社会养老金制度的构想。该构想不要求受益人付费,开始时养老金额要低,并考虑到地区之间收入水平的差别。这一构想的实施将加快农村脱贫的进程,提高农村老年人的生活水平,缩小城乡差距,有利于新农村建设,并促进社会的安定与和谐。
