摘要：

美国理论界对网络威慑是否有效存在争议,主要原因在于归因问题无法有效解决。虽然美国可以利用核威慑信息传递方式,向潜在对手发出网络威慑信号,但也存在困难,毕竟网络武器一旦展示,对手就有了破解美国网络武器威胁的机会。鉴于网络报复打击危害的严重性,理论界赞同以拒止威慑手段为主,尽管这种方式还不能彻底打消攻击者实施网络攻击的念头。网络威慑也需要解决如何控制网络冲突、战争升级的问题,为实现网络威慑战略,理论界开出了诸多药方。
