增值税多档税率、资源误置与全要素生产率损失

增值税多档税率会导致抵扣链条出现"低征高扣"和"高征低扣"现象,扭曲中间投入价格,由此造成的资源误置会带来全要素生产率损失,目前尚未有文献对此做出回应。本文扩展了Hsieh&Klenow(2009)模型,建立了包括劳动、资本、中间投入的三要素理论框架,使其更贴合增值税的基本原理。利用2007—2012年全国税收调查数据测算多档税率对全要素生产率的直接影响和间接影响,模拟不同税率简并方案的效果。研究发现:样本考察期间,完全消除多档税率的影响,将会使全要素生产率平均每年提升1.645%;不同的税率简并方案都能提升生产率,但单一标准税率方案具有明显优势,这一关系在多个稳健性检验下依然成立;多档税率造成的扭曲还会传递到产品市场和资本市场,由此导致的额外生产率损失分别为1.327%和0.884%。进一步地,本文利用采矿业税率改革的准自然实验,验证了减少税率差异对生产率具有提升效果这一发现。本文从经济效率的角度证明了增值税单一税率的重要性,为通过增值税税率简并改革推动全要素生产率提升提供了证据。
