农地流转动力、模式与障碍:一个文献综述

摘要
随着经济发展,农地流转不断壮大,农地市场在不同生产者中配置土地资源,提高了土地生产率。但农地市场发育并不完全,所有权模糊和承包关系不稳定限制了市场作用的发挥,户籍制度和农村社会保障体系不健全降低了农户流转农地的意愿,中介组织缺乏和交易合同不规范使农地流转交易费用较高。未来推动农地流转应明晰所有权归属,稳定承包关系,划清集体参与边界,发展中介组织,提高合约的规范化程度。
