数字政府建设:现状、困境及对策——以“云上贵州”政务数据平台为例

摘要：

数字政府建设既是推进"数字中国"建设的重要内容,也是促进国家治理能力现代化的必由之路。但从我国第一个省级政务数据平台"云上贵州"的建设现状来看,其存在着明显的"条块分割"和"数据孤岛"现象,并未实现政务数据的"聚通用"。究其原因,这与数字政府建设进程中存在着历史遗留和技术现状交织而成的标准化困境、部门差异和数字红利交织而成的共享困境、商业化和公共性交织而成的发展困境以及对内职能和外部治理交织而成的流程再造困境有关。对此,应当从顶层、基层和中层三个层面着手加强数字政府建设。
