集体与个体腐败行为实验研究——一个不完全信息最后通牒博弈模型

摘要
本文提出一个不完全信息最后通牒模型,较好地刻画了腐败的本质特征,并设计出相应实验来考察集体与个体利用不对称信息进行腐败的差异及其原因。首先,基于信念及收入差异厌恶偏好理论提出不完全信息最后通牒心理博弈模型,并得到相应的命题和预测。其次,在适当选取模型参数的基础上,招聘大学生进行受控实验。最后,运用实验数据对理论命题及预测进行检验。实验结果表明,集体组腐败率显著高于个体组,但回应人的心理、信念及行为在两组间却无显著差别。通过对实验结果的检验发现,集体组腐败率更高可通过集体比个体更理性和心理成本更低来解释,与理论预测一致。政策意蕴是,信息透明、官员轮换及加大惩罚可能是预防集体腐败的有效手段。
