摘要：

介绍了几个有代表性的城市实施交通拥挤收费的历程,在此基础上运用系统分析法构建了拥挤收费策略体系,并运用对比分析法结合各个城市的实践经验对策略进行探讨.根据这些策略提出在我国城市实施拥挤收费的若干建议.
