摘要：

针对转型期我国乡村发展面临的大量空废土地、未利用土地、退化土地的现实问题,文章通过对禹城、延安、榆林三个地区的典型案例进行分析,系统阐释了土地工程技术在保障耕地及粮食安全,协调乡村人地关系,促进乡村土地节约集约利用中的作用,解析了土地整治工程与乡村可持续发展的关系。文章提出乡村土地综合整治工程有利于实现乡村重构,提高乡村地域应对外界发展环境变化的能力,是实施乡村振兴战略的有效途径与重要抓手。最后指出土地整治工程的实施应充分考虑乡村地域适宜性特征,通过科学规划与设计,因地制宜推进乡村土地综合整治。
