我国高档数控机床技术追赶的特征、机制与发展策略——基于复杂产品系统的视角

摘要
高档数控机床作为“工业母机”是高端装备制造业的基石。本文基于复杂产品系统的视角,对改革开放以来我国高档数控机床技术追赶特征进行了系统分析,探讨了重点领域加快技术追赶的主要机制,提出了优化创新生态系统的发展策略。本文发现:(1)我国高档数控机床技术追赶历经3个阶段,即以“引进—消化—吸收”为主导的技术学习、自主创新与开放创新相结合、创新链与产业链加快融合,创新生态系统由初创到不断优化,关键核心技术实现从无到有的突破,产业创新能力明显增强,国产化率和市场竞争力明显提升;(2)我国高档数控机床重点领域加快技术追赶的主要机制是:围绕战略性新兴产业重大应用需求,实施重大专项加大对关键核心技术攻关的引导和支持、主机牵引推动关键核心技术协同攻关、用户参与并主导新技术新产品应用示范、打造共性技术创新平台促进产学研用协同创新;(3)为适应新形势下高水平科技自立自强和高质量发展的战略需求,需要加强以“双链融合”为切入点,进一步优化创新生态系统、提高主机企业前沿技术研发能力、培育大批专精特新中小企业、改进重大专项组织实施方式、加强协同创新平台建设,以加快技术追赶,解决“卡脖子”问题,提高原始创新能力和国际竞争力,实现跨越式发展。研究结果为开放市场环境下我国高端装备制造业加快技术追赶、推进跨越式发展提供了理论与实践参鉴。
