人工智能支撑的平台型政府：技术框架与实践路径

摘要：

平台型政府正努力迈向数字化能力3.0阶段,即实现数据、业务、协同和交互能力的智能化升级,而人工智能可为其提供必要的技术支持。已有研究主要关注人工智能如何驱动数据能力智能化,缺少对四个能力全面智能化的系统性研究。结合平台型政府理念和人工智能创新应用潜在价值,从定义平台供需方、搭建必要技术基础和明晰人工智能应用三个方面,构建了人工智能支撑下平台型政府的技术框架,来揭示人工智能对数字化能力全面升级的促进作用。政府实施技术框架可遵循三条实践路径:合理采用技术主导和技术支持两种平台变革模式,加强公众参与以弥补中央集权式平台发展模式的不足,采用与公共管理情境相适应的平台理念和模式。
