政府与社会资本合作政府与社会资本合作(PPP)是介于市场与政府之间的一种创新性的公共品供给模式。理论界在过去二十年逐渐放弃了把在过去二十年逐渐放弃了把PPP作为一种单一的宏观财政工具的模式,转而强调PPP蕴含的事前竞争、产权分配权分配、风险分配、激励机制和信息优势对于提升公共品供给效率和创新公共品供给模式的重要作用。然而然而,大量实证研究发现,PPP的效率在不同的经济环境和制度条件下具有显著的差异,PPP的有效性并非绝对非绝对。我国应避免对PPP债务纾缓功能形成过度依赖,而应当把PPP的功能定位于提升公共品供给侧效率率,并就鼓励竞争、产权分配、风险划分、信息透明以及物有所值等方面开展制度建设。
