劳动力成本外生上涨与FDI进入：基于最低工资视角

摘要：

FDI是中国经济快速增长的重要推力,但在国际资本竞争日益激烈的背景下如何稳定FDI,尤其高质量FDI,是摆在中国政府面前的重要问题。快速上涨的劳动力成本是否抑制了FDI进入以及二者之间的敏感程度,亟需从理论机制和实证检验上予以考察和测算。利用2000—2013年中国工业企业数据库以及对应城市的最低工资标准数据,本文考察了最低工资标准与FDI进入之间的关系。研究发现:①最低工资标准的提高显著抑制了FDI的进入。最低工资标准的上涨显著降低已有FDI企业的FDI进入深度,但对FDI初次进入的影响较小,政府应集中力量"稳外资"而非"引外资"。②对人力资本水平高、竞争力强的企业,最低工资上涨对企业实收FDI的负向影响较小;对产品目标市场为境外(出口导向型)的企业,最低工资上涨对企业实收FDI的负向影响较大。③最低工资抑制FDI进入导致的资本缺口和就业问题可以由国内资本有效弥补,但抑制FDI进入对企业生产率产生显著的负向影响。④政府短期节约成本的政策措施如工业用地价格优惠,能有效缓解劳动力成本上涨的负向冲击,是政府"稳外资"有效的政策选项。
