科技支撑社会治理体系构建中的公众参与:从松弛主义到行动主义

摘要：

科技支撑进入社会治理体系是对加快推进社会治理体系和社会治理能力现代化的技术回应。科技支撑赋能公众参与社会治理,促成了更趋行动化和可持续的社会治理体系构建。实质性的公众参与是社会治理的核心要义,也是社会治理体系的关键所在。当前公众参与存在松弛主义的问题,表现为参与少和缺乏实质性参与。科技支撑进入社会治理体系,通过科技赋能助力解决社会治理中的公众参与松弛主义困境,进一步促进社会治理体系从松弛主义向行动主义转变。从科技支撑维度出发,行动主义的社会治理体系建设向制度化、规范化、行动化、智治化趋势发展。
