风电产业研发资助政策的传导效果实证研究

摘要
我国风电产业政策促进了产业规模快速提升和技术升级,却没能实现国家层面技术追赶效应。现有研究认识到研发资助政策存在定位偏差和挤出效应等问题,需要深入到企业内部分析各层级主体行为差异。本文纳入研发团队主体,研究研发资助政策在"政府-企业-研发团队"三层面传导中扭曲过程。针对传统模型难以解决研发团队决策内生性问题,本文构建内生转换模型测量政策支持对研发团队不同决策状态下创新产出的影响。实证研究表明:研发资助对于产业规模的促进作用大于创新投入;研发资助会激励企业创新投入,但对研发团队的创新投入促进作用不明显;政策效应依赖对研发团队的有效激励。
