教育公共支出与收入不平等——基于结构门槛回归模型的实证研究

摘要：

本文利用结构门槛回归(STR)方法和105个国家1981—2016年的跨国数据,研究教育公共支出在不同的制度质量(政府治理水平)上对收入不平等的影响。研究结果表明,教育公共支出与收入分配不公平之间的关系通常具有非线性特征;只有在高于政府治理的门槛水平时,教育公共支出才能改善收入分配,否则教育公共支出对收入不平等的影响是负面的。本文据此提出中国教育公共支出的政策建议:一是进一步优化教育投资结构,提高教育公共支出的投资效率,更好地发挥教育公共支出在人力资本积累和收入分配公平方面的积极作用;二是进一步加大政府教育公共投资力度,增加教育公共支出,获得教育促进人力资本积累和收入差距缩小的"乘数效应"。
