摘要：

政策扩散作为政策研究领域重要的理论突破,极大地推动了政策过程理论发展,有效解释了各级政府的政策实践。然而,既有研究主题零散、观点不一,文章通过对485篇文献归纳提炼,系统阐释了政策扩散概念特征、影响因素、结果变量、机制和模式等,并提出未来潜在研究方向,主要包括:明确"政策扩散"内涵边界;探索新的影响因素,检验网络结构、传播渠道对政策扩散的影响;阐明政策属性的影响机理;丰富政策扩散的结果变量;构建扩散机制的作用逻辑;推动政策扩散的中国化。
