能源消费结构多样化与区域性雾霾污染——来自长江经济带的经验研究

摘要
长江经济带建设是我国重大发展战略之一,在新时代绿色发展理念下,坚持走生态优先的绿色发展之路对长江经济带建设具有重大意义。基于Kaya恒等式与现有能源消费理论,对能源消费结构与雾霾污染的作用机制和路径进行理论推导与阐述。在此基础之上,以长江经济带为研究对象,选取多重指标对能源消费结构和雾霾污染现状进行测度,采用长江经济带11个省份2001-2015年的面板数据,运用空间计量方法分析能源消费结构对雾霾污染的影响。研究认为:能源消费对雾霾污染的影响取决于能源消费规模与能源消费结构多样化的共同作用,当经济增长跨越环境库兹涅茨曲线拐点时,能源消费模式将彻底实现从粗放型向集约型转变,最终实现污染气体排放的有效降低。实证结果发现:整体上,长江经济带现有能源消费结构会在一定程度上加剧雾霾污染,且长江经济带现有能源消费结构中煤炭消费虽占比最高,但其单位消费提高所带来的雾霾污染程度低于汽油和电力消费的作用程度;具体而言,长江经济带下游地区能源消费结构更加多样化,对煤炭能源的依赖性更低。
