21世纪初,全球秩序处于变迁之中,治理和合作的创新非常重要。当前的国际合作理论已经失去了意义,但又找不到分析全球合作的普遍适用的概念,也没有一个描述全球合作的共同语言。因此,我们应探讨理解和解释全球合作与集体行动的新路径,将理论聚焦于那些需要全球解决方案的具体问题,而有效的多边主义的概念能够更加准确地找出集体行动中不同地区关键驱动者和机制间的差异。一项新的合作理论通常包含了四种要素:(1)全球治理的潜在原则(游戏规则);(2)合作的地区差异;(3)集体行动的条件;(4)在正式-非正式基础上演化的集体行动过程。在解决具体的集体行动问题上,显然没有普遍适用的合作战略。
