防御性、脆弱性与韧性:城市安全管理的三重变奏

摘要：

在面临多元不确定性挑战的背景下,城市安全是城市管理的核心目标。在文献梳理的基础上,本文提出了理解城市安全管理体系的三种理论视角:防御性、脆弱性、韧性。三种研究视角为城市安全管理提供了不同的目标选择、管理模式、管理手段和常用策略。现代城市管理应该重构安全管理体系,抛弃传统的规避、抵御和控制策略,以利用和适应不确定性为城市安全管理的核心内容,通过韧性灾害管理、韧性规划和韧性社区建设实现城市与外部环境的动态平衡。
