日本外交与“印太构想”——基于国际公共产品角度的评析

摘要：

日本"印太构想"作为当前日本外交重要组成部分,具有鲜明的地缘政治战略特性。近年来,日本致力于强化该构想的国际合作及公益色彩,积极打造"作为国际公共产品的印太",将"印太构想"定位为国际公共产品的提供手段,在大力宣传的同时具体规划其政策路径。日本历来将参与国际合作、承担国际公共产品供应作为开拓外交战略空间、提升国际影响力的重要手段,"印太构想"的相关转型变化同样基于自利性诉求,具有战略指向性。日本"印太构想"尽管有国际公共产品之名,但在政策制度、对华立场、合作机制与价值理念等方面存在诸多问题与缺陷,阻碍其成为真正意义上的国际公共产品。
