Innovation studies confirm de Tocqueville's prediction that continuous technical change in business firms in modern society would require the development in close proximity of publicly funded basic research and associated training. The rate and direction of the development of a country's science base is strongly influenced by its level of economic development, and the composition of its economic and social activities.
