摘要
Operating benefits from load management (LM) are generally calculated on the basis of long-term studies, which are directed toward determining the impact of LM on the static capacity assessment or the installed capacity requirements, A well-being framework is developed in this paper for a comprehensive evaluation of possible scenarios for the implementation of interruptible load into demand-side management. The framework considers both deterministic and probabilistic aspects in composite system operating reserve assessment. System cost savings can be achieved by using interruptible load to reduce system spinning reserve, The saving in societal cost due to inclusion of interruptible load and study results are presented by application to the IEEE Reliability Test System.
