A systematic study of O1s-NEXAFS spectra from high oxygen content PTBa2CU3O6.9+/-0.1 and NdBa2CU3O6.9+/-0.1 Single crystals is presented and provides further information concerning our understanding of the suppression of (super)conductivity in PrBa2Cu3O7-delta In addition, O1s-NEXAFS spectra from Pr6O11 and Pr2O3 pressed powders indicate differences associated with the different Pr valence values. Both symmetry and density of empty O2p-hole states just above the Fermi level of PrBa2CU3O6.9+/-0.1 and NdBa2CU3O6.9+/-0.1 appear to be identical. Interpretation of the data does not indicate that the Pr valence value for PrBa2Cu3 O-6.9+/-0.1 is above 3+ or trapping of O2p-hole states occurs in O2p pi orbits which point towards the rare earth sites.
