A detailed description of a novel algorithm for the "effective bit" test in noncoherent conditions is presented. This algorithm can offer absolute convergence and has the potential for faster implementation than existing methods. A flow diagram for the algorithm and its implementation using the MATLAB package is included. The metrological reliability of input data is checked. An adopted ZEROIN program and House-holder orthogonalization are applied to estimate the starting point of an iterative process, and Newton's method is involved in a final calculation for the best-fit curve to the input data.
