We propose a model of the universe with oscillating Hubble parameter. This oscillation distorts the ordinary distance-redshift relation and induces various apparent effects in all cosmological observations which assume this relation. We use a massive nonconformal scalar field model which is designed to explain the recently observed periodicity in the redshift distribution of galaxies with a characteristic scale of 128h-1 MPc (where h almost-equal-to 0.5-1 is the present Hubble parameter in units of 100 km s-1 Mpc-1). Furthermore, this model with all the parameters fixed by this observation predicts (1) A QSO clustering in the redshift distribution; (2) Increasing Hubble parameter with distance; (3) Increasing dark matter density with distance; (4) Apparent two-point correlation functions; (5) Luminosity distance-redshift and magnitude-redshift relations; (6) Number count-flux relation for the radio galaxies; (7) Temporal change of the gravitational constant. These predictions are compared with observations. We also propose a new method to determine the present Hubble parameter by measuring time, rather than distance as in the traditional method. This paper is constructed so that the figures are self-contained and following them is sufficient for a rough understanding of the contents.
