摘要：

转型经济国家金融市场发展滞后严重阻碍了私营部门的发展。本文利用中国企业层面调查数据,研究了地方政府在私营企业向银行申请贷款过程中所起的作用。实证结果表明,地方政府提供贷款帮助可以显著提高私营企业获得贷款的可能性和贷款规模,而且这一效果在银行融资困难程度更加严重的组别中更强。此外,有证据显示地方政府的帮助行为在一定程度上可以改善银行部门的信贷配置效率。
