组织资源对开放政府数据实施的影响——基于回归和模糊集定性比较分析

摘要：

[目的/意义]识别开放政府数据实施的影响因素以及因素之间的相互作用机制,有助于促进开放政府数据更好地深入开展。[方法/过程]该研究着眼微观层面单个部门开放政府数据的实施情况,基于资源基础理论构建分析框架,运用回归模型和模糊集定性比较分析法探索开放政府数据实施的影响因素及组态分析。[结果/结论]回归模型结果显示技术能力、组织安排和规章制度对开放政府数据实施有显著的正向影响;定性比较分析结果发现三条组态路径,回应了技术能力不同的部门重点调整的方向和重点。本研究丰富了现有开放政府数据实施的研究成果,为数据开放实践提供参考。
