楔子战略的理论、历史及对中国外交的启示

摘要：

联盟是国际关系的常见现象,如何与对手联盟相处也是国家经常面对的重要问题。当面对一个敌对性同盟,如何使权力斗争的结果于己更为有利,不仅涉及加强军备和结盟,也关乎对敌对同盟的分化。实际上,楔子战略正是国际关系学者对这一重要问题"理论化"的成果。根据对敌对联盟不同成员采取的手段不同,楔子战略具体可分为奖赏、选择性奖赏、对抗和选择性对抗四种类型。从现有理论研究看,将楔子战略作为一类外交行为规律的探索是重点。通过拓展研究视野可以发现,预阻敌对联盟的形成或对敌对联盟进行分化、瓦解的思想智慧由来已久,且不仅仅局限于西方的实践,中国春秋战国时期的"合纵连横"就是其中的代表。结合楔子战略的相关理论内涵与中国面临美国联合"遏制"的现实,准确识别目标对象的利益诉求,在"因国制宜"和慎用强制的原则基础上追求对美国遏华"战略包围圈"进行"重点性预阻"与"技巧性分化"是中国周边外交的努力方向。
