STARC 2.0 - AN IMPROVED PERT NETWORK SIMULATION TOOL

This paper discusses the recent improvements made to the STARC (stochastic time and resource constraints) simulation shareware. STARC, first developed in 1984, is a PERT network simulation tool. It addresses the stochastic time and resource constraints typically encountered in PERT network analysis. The activity time modeling approach used by STARC is discussed. The paper also presents the expert-level heuristic used by STARC to prioritize activities for resource allocation during a scheduling process. An illustrative example of a simulation run with STARC is presented. The program is available as a shareware from the author.
